New Car Prep

I have some ValuGuard "N" New Car Prep and I want to strip any possible oils or wax to prep the surface for a sealant. I don't remember if I use it straight or diluted.

It is a hydrocarbon based solvent, you do not add water, you do not dilute.

I am so anal about this, since I've gone through this process once, then to have to polish it down and then to have flaws.
I made sure it flashed before proceeding to Opti-Coat. I wiped it down numerous times because you could see it flash under the lighting. Went through a couple of towels wiping it down. Now I am seeing the whole panel fogged up. Its like you see the bathroom mirrors fog up when you take a hot shower. The panel wipes away easily enough, but the fogging comes back.
I am beginning to wonder if there is a limited time you can keep the solvent on the shelf. Here is an observation I've made between just using IPA vs the New Car Prep, is that the panel wasn't so grabby when I went to apply the OC than when I used the IPA.
