Remove black scratch/scuff from plastic

Wondering how to remove black scratches/scuff marks from plastic lower front bumper , which is painted color of car. I tried wax, does not do anything. Tried goo-be-gone, it only got off a little bit of the black stuff peels off. I did not judge a high incline in a parking lot and hit the bottom of front on blacktop. So the black can either be from the blacktop or the coating under the paint. Any tips would be greatly appreciated. Sick over this, I really take care of my car and the 1st I ever did something silly like this. The good thing is you can't see it unless you bend down and look under.

Hi there the easiest way to do this is with a product called varsol its similar to a paint thinner so use very little and dont press to hard finish it with a light polish.

Let me add...
I'm told that 'Varsol' is just another name for Mineral Spirits. At any rate, it does not normally damage paint. Neither does kerosene.
Turpentine is O.K. but you should rinse with water after using it, to avoid damage.
A host of Bug and Tar Remover products are available too.
Even a clay bar will work.
After any residue is removed, check for deep scratches that have exposed the bare plastic. You can attempt to fill these with coats of primer and touch-up paint.
For professional results, find a qualified touch-up specialist who has had training from some outfit like Paint Bull.
Repainting the entire bumper is likely to cause more trouble than it cures through mismatched paint, overspray and other likely defects. I would NOT consider it.

Thanks unfortunately the scuff is so bad it went down to the black underneath the paint on the plastic bumper. So it is beyond help. I tried the mineral spirits, Actually looks like the paint was burnt off in these 4 spots. Since you can't see unless you are way back or bend over to look under there I think I will just leave it. I agree it would be a waste to paint the whole thing, just cheaper to buy another one. Thanks for all your advice.
