Pesky Spots

I purchased a 1991 Dodge Spirit R/T last summer. The previous two owners had pretty much garage-kept it. Unfortunately, I can not do so. The paint has some minor spider webbing in places, but what really bugs me is what appears to be permanent water spots. I think acid rain etched into the paint at some point. My friend tried 3-M Perfect-It, but the pad started turning red (the car color), so he stopped buffing. I regularly buff it using Liquid Glass and a rotary buffer. Vinylex for the interior. My question is, what is a good polish might remove the "water spots" without damaging the paint? I would like to polish it and then apply a coat of Liquid Glass. Certain panels seem dull while others are deep and glossy. Also, what is a good way to clean vinyl before using Vinylex? There are some brown spots/stains here and there. And carpet and engine cleaning? All help is greatly appreciated.
