Is it safe to polish out scratches on a plastic bumper with a rotary buffer?

Obviously a professional detailer would not ask a question like that, but yes it is done all the time. I would strongly recommend you find a pro to teach you or do it for you.

The general rule is to treat painted plastic parts the same as the rest of the car's paint. That said, rotary buffers require special care when used in tight spots and on edges where the paint is thinner. The SM Arnold Company offers some mini buffing pads for tight spots but I haven't tried them out.

If all you have is an isolated scratch, you can attack it by hand quickly enough.
