Am I correct that rally IIs were not available on 66 models?

Yes you are correct. Rally IIs were not offered until 1967. The rally Is, which were offered for 1966 models were avaliable from 1965 to 1968. The 1964 models had a hubcap avaliable that resembled a rally I wheel.
